Nylium layer seems to not generate sometimes

At the given seed and coordinates, the warped forest biome lacks a huge chunk of nylium. There is a large "netherrack plate", on which some warped wart blocks successfully generate, which suggests that this is not intended to happen. The biome where the netherrack is is still warped forest biome.
