Some loot chests are empty

I started a survival world with the seed "420" , and found out that some of the loot chests in these structures are empty, and sometimes even WITHOUT a chest:

Ruined Portal (Overworld -286 64 174)

Bastion Remnant (Nether 115 75 99)

I hope you guys can fix this, these empty chests made me disappointed :/
