Loot not appearing in chest for villages and portal remains

After starting up a new world with an epic start (2 notch apples), I soon discovered that portal remains and villages are not generating loot. Have tried re-logging, Restarting the game and generating a new world no loot is generating. After testing out other loot, it is only the portals and villages affected.
