I cnat break my boat

I'm currently transporting villagers using boats and sometimes the currents push the boat downwards, but that isn't the problem, the problem is that when i get off the boat my tools look like they don't come all the way up and when i try to break the boat it won't break. The only way to break it is to exit my world and go back in to break it.
