Standing in fire and water spams the extinguish sound

Being set on fire and extinguished at the same time causes the extinguish sound to be spammed

What I expected to happen was....

Either the sound to play only once or not at all

What actually happened was....

The sound playing constantly while standing in both fire and water

Steps to reproduce:

1. Set a block on fire
2. Set weather to rain or thunder / place a block of water
3. Stand in both the fire and the water block / rain at the same time
4. Notice the extinguish sound being spammed as long as you're inside of both
