Loot not spawning in villager chests.

I just started a new Hardcore world and spawned near a village. I checked the chests that generated, and yet there was no loot in them. I shrugged it off and traveled in a random direction, ending up in another village. I checked the chests, no loot. This is obviously some sort of bug.
