Allowing health bar to deplete on peaceful mode doesn't also allow the hunger bar to deplete

I started a new world in peaceful mode, and wanted to still take fall damage/lava damage. So I turned regeneration off. After a few in game days, I was getting down to 5 hearts, but my hunger bar was never going down, meaning NOTHING I could do without cheats or purposefully dying would make my hearts go back up.
