/loot with fish context always gives unexpected error

Attempting to run any loot command with the fishing context always give the message:

"An unexpected error occurred trying to executer that command"

Example commands:

/loot give @s fish minecraft:blocks/stone ~ ~ ~
/loot give @s fish minecraft:gameplay/fishing ~ ~ ~
