ACTUAL: Eroded Badlands spikes generate floating above water

HOW TO REPRODUCE:

1.) Create a world with an eroded badlands biome that borders a water biome (for example, this seed: -676194426)

2.) See how the spikes generate on top of the water instead of connected to the ground (screenshots attached)

ADDITIONAL NOTES: This bug has been in the game for as long as the eroded badlands (formerly mesa spikes) biome has existed.
