Entering a world with a datapack that has already been loaded once requires /reload again

This might only affect hardcore, and is most likely the result of the datapack loading changes in 20w22a.

I opened to lan in a hardcore world, in order to activate cheats to reload a datapack i had installed. I then left the world, but after i re-entered, the datapack had to be loaded with /reload again.
