Lava fog is dark in Y levels below 61

Steps to Reproduce:

1. Create a flat world;
2. Place lava anywhere below Y=61;
3. Step completely inside of lava (eye level under surface).

Observed Results:
The fog is really dark, and it gets progressively worse as you descend further;

Expected results:
The fog stays orange, as it's always been.
