End City Portal Does Not Spawn When Updating to 20w21a

If you load the end portal in the overworld in 20w20b and then enter the end in 20w21a and kill the dragon, the end city portal does not and continues to not spawn even when the entire dimension is reset/removed and forced to recreate itself.
