Parity Issue: Using Bonemeal underwater does not produce coral, unlike Bedrock Edition

When using coral underwater in Bedrock Edition, the various types of coral are also produced alongside seagrass. This is inconsistent with Java Edition, where only seagrass is produced, no coral to be found.
