Ghasts sometimes randomly start turning

When I went to a soul sand valley, I saw a Ghast randomly turning about 90  degrees continuously. It faced forward, then turned right, then turned forward again constantly.

 I am new to 1.16 and that was the first Ghast i saw, so i don't know how often it happens.
