It is possible to somehow force POI and Region files to start raids even if there are no conditions to

As in title, game somehow can make poi and region files to start raids. Even if we transer those files into another world it will still occur. The thing is that everything works as intended if there is only a region or a poi file imported into another world.

 

How to reproduce:

*1.*Download .rar file
*2.*Create a new world
*3.*Use this command: /execute in minecraft:overworld run tp @s -1851.34 60.22 1666.80 25.44 16.35
*4.*Exit world and import poi-r.-4.3 and poi-r.-4.2 into poi folder and region-r.-4.3 and region-r.-4.2 into region folder
*5.*Remove "poi-" and "region-" from file names
*6.*Enter the world, and use /effect give @p bad_omen

If you'd say that it's caused by nitwit villager, kill him and try again.
