Guardians are not spawning in ocean monument.

I built a guardian farm using bubble columns in minecraft 20w10a, and it has worked properly up until the most recent snapshot, 20w21a. Guardians are not longer spawning in the farm so the farm is broken. I dont know if this is because guardians can no longer spawn in bubble columns in 20w21a, or if it is a bug.
