Recipes in the Recipe Book are shuffled after executing /reload

The bug

After executing /reload, it can be noticed that recipes are shuffled from their previous order when opening the Recipe Book.

How to reproduce

1. /recipe give @a *

2. Open the Recipe Book, and then observe the recipe order.

3. /reload

4. Repeat the second procedure.
   → You will notice that the recipes are not shown in the same order as before /reload was executed.
