Debug worlds start generating normal Overworld terrain after reentering world

Title says it all.

How to Reproduce

1. Generate a debug world.
   •  World generates normally.
2. Leave the world and then go back.
3. Generate new chunks.
   •  Normal Overworld starts generating instead of the barrier floor (and blockstates if chunks containing them haven't generated yet).
