Looting 3 Swords Give Same Drops As Non Looting 3 Swords

I Went To The End For Getting Shulker Shells I Killed Shulkers with my looting 3 Sword But They Only Dropped  0-1 Shulker Shell. Then I Created A Creative World For Testing This But It Still Dropped 0-1 Shulker Shell.
