floating islands and caves work weirdly with some biomes

so i was trying to get a ice spikes cave. instead i got a snowy nether, no ice spikes.

i also attempted a deep frozen ocean floating islands. i only got ice to float and where you started was just a normal plains biome looking island.

then when i realized the generation was a bit weird i decided to try to make a floating islands ocean to test if most of them went wrong. bam, endstone instead of stone. still no floating bits of water.
