Saddles not spawning in Chests

wiith new snapshot, am unable to locate any saddles in newly discovered chests - new hardcore game started with this snapshot

What I expected to happen was...:
previous snapshots had saddles being dropped in most, but not all, discovered chests in villages, desert temples, dungeons, etc.

What actually happened was...:
in current snapshot, have opened nearly 15 chests, and no saddles. Horse armor yes, saddles, no.

Steps to Reproduce:
1. .. umm, open chests ?
