Hostile Mobs spawning in witch hut

After creating the usual three-level witch farm on a witch hut (top level one block above the roof), I observed that it seemed to work as intended until maybe about 20w20a. When playing in the latest snapshot, I observed large amounts of normal hostile mobs spawning on all platforms.
