Floating Island worlds generate a 1000-block gap around the center island

Floating Island worlds generate with one island in the middle, surrounded by a 1000 blocks of space with no islands (though structures such as Fortresses can generate in this space), then islands resume ~1000 blocks from the origin. This is similar to End dimension generation, but is inconsistent with Buffet world generation from previous versions.
