Right clicking powered redstone doesn’t update "enabled" status of hoppers on debug screen

The bug

When you right click a redstone hoppers that are next to it will not update whether they are enabled or not.

How to reproduce:

1. Place a redstone torch
2. Place stone above it
3. Place redstone on top
4. Place a hopper next to it
5. Press F3
6. Right click the redstone
7. Look at a hopper
   Actual result: The hopper will stay disabled.
   Expected result: The hopper will be enabled.
