Sugar cane can be placed in water

What I expected to happen was...:
I was planting sugar cane and miss click in the river i thought it will brake or don't react

What actually happened was...:
Sugar cane i growing water dont break it

Steps to Reproduce:
1. Right click at the bottom block we want to plant on cane must have water on one side
