Haste 2 Beacons will only give you haste 1 even if the beacon is full.

When I was playing on my survival world that I upgraded to the newest version and I tried to move my haste 2 beacon when I activated it the beacon only gave me haste 1 so I couldn't insta mine. I rechecked that I placed all of the blocks and rebuild it twice over and it still only gave me haste 1. Then I went into a creative world to test it and it even if you have a full beacon on any material you still can't get haste 2. 

Edit: This works with every effect as It only gives me the level 1 of every beacon effect.
