Item frames produces rotating sound every tick if there is an item inside

How to reproduce:
1. Place an item frame.
2. Place an item inside the item frame.
It would make a ton of sound every second.
I have been searching for this bug but I see no one reporting it. If this is a duplicate, can you tell me how to effectively search for bugs that I think are reported?
