Only Striders and Piglins spawning in Peaceful

I was exploring in the nether when I noticed that the piglin bastions were full of piglins, and those (besides the striders) and nothing else was spawning anywhere. The Crimson and Warped forests, and the Wastes were completely lacking mobs, besides for striders. In the basalt deltas it makes sense, but no Neutral mobs anywhere?
