Cannot place water inside of water

When placing right clicking water next to a source block of water, the water sound plays, but the bucket does not empty, nor does the water place

What I expected to happen was...:
Bucket empties, water source block remains the same

What actually happened was...:
Water source block stays the same, bucket stays the same, water does not empty

Steps to Reproduce:
1. Place down water source block
2. Place block next to source block
3. Right click on block
