wither skeletons not being able to spawn on wither roses

since zombie pigmans and magma cubes are able to spawn on magma blocks, becuase the are immune to the effect that they have. wither skeletons should be abele to spawn on wither roses but they cant.

i hope this gets fixed so wither skeleton farm will work again
