Villager Level is Stuck

When I'm trying to create a world on Minecraft Xbox One my leather worker villager is stuck on level 2 apprentice. It's basically one trade away from leveling up to journeyman but all the trades are maxed or 'x'ed out and unavailable for trade. I would like to max out my villager but unable to. Can you fix it please.
