Zombie villagers being cured in a minecart will exit the minecart inside the ground upon being cured

Steps to reproduce:

 

Cure a zombie villager in a minecart, they always exit inside the block the minecart was on. This leads to them falling through the floor if it's 1 block high and ending up in unwanted locations. I've had this happen in 1.15 too

 

Expected outcome: They exit on the block the minecart is on or anywhere appropriate, on the same level
