Shulkers are afraid of being next to another shulker

The bug

Spawning a shulker right next to another causes one of them to teleport away from each other. Before 20w20a, shulkers do not teleport away from one another.

How to reproduce

Spawn two shulkers right next to each other
→ One of them will teleport away from each other

Notes: Might have something to do with the techincal change to shulkers with NoAI can now be summoned with rotation.

This did not happen in previous versions
