Unable to tie mobs to fences with leads in Survival

I was playing on my Snapshot Survival world, and I decided to tame a Horse. I tried to keep it in one place by tying it to a fence, but the lead wouldn't go onto the fence. I went into Creative mode, and it was able to be tied. I went onto another world and tried attaching other mobs to fences in Survival, and it still didn't work.
