Lever mining speed is not affected by tool/enchantment

The Bug

Using a pickaxe on levers, even when enchanted with efficiency 5 still has the same mining speed as with your fists.

How to reproduce

Get a diamond pickaxe, and enchant it with Efficiency 5
Place down a lever
Go back to Survival mode if not already
Mine the lever with the pickaxe
notice the time it takes to mine it is not faster than normal
