Can't empty water bucket

I went to empty the water bucket that was in my inventory into some my pre-existing water sources and instead of emptying, it stayed full. I tried it with an empty bucket by filling it and emptying again but it did the same thing.

What I expected to happen was...:

the bucket would empty

What actually happened was...:

The bucket kept the water

Steps to Reproduce:
1. Create a 4x4 area of water
2. Right click an empty bucket on the water and it should fill
3. Right click again and rather than empty it should stay full

I dont know if this is enough to trigger it but here you go
