Can't get mending book from villager

On a 20w19a server I just can't get a villager with a mending book as its tier 1 trade. I have been changing his trades (by breaking and replacing the lectern over and over) and never in probably a couple hundred tries, maybe a thousand, did I get the mending enchantment on a book.
