block switching error

when switching from to the same item in hand,there is no animation of switching

What I expected to happen was...:
that the animation of switching items happened

What actually happened was...:
there was no animation

Steps to Reproduce:
1. put the same item in two of the slots in the hotbar next to each other
2. try switching between them 
3. the animation of switching doesn't happen
