Placing grass on block with snow turns it to snowy grass block

If you place a grass block on a block with a single layer of snow it will turn the grass block to a snowy grass block without having any snow on top of it.

 

Expected result:

Placing the grass block replaces the snow layer without converting to a snowy grass block
