Fishing in small area yields no treasure loot

I Spent a few hours AFK fishing in my 20w19a world, I started noticing i was not catching anything that's listed as treasure in the loot tables, just an over abundance of junk and fish.

I had used non-enchanted fishing rods and rods with luck of the sea 3 unbreaking 3 and lure 2, after a few hours I only had stacks of raw fish and junk items and not a single item listed as a treasure on the loot tables I looked up, I'm pretty positive that after catching a few stacks of fish and a double chest of junk I should have caught at least one treasure item.

I created my world a few snapshots back so its really new.
