chunk loading error

The Chunk error has come back! there is now a massive hole in the ground that I can fall straight through near the world border. This has to do with custom superflats with entities everywhere on the top as part of the superflat.

This is not a duplicate of MC-181511

Because this is with a superflat full of entities.
