Redstone Ore block makes no sound when placed on another Redstone Ore block.

Repro:

• Place a Redstone ore block
• Place another on top or to the side of the original ore making sure to right click on the ore already placed, this will make no sound.

Placing ore blocks on any other surfaces works as intended.
