Can't attach lead to fence with a single lead item in hand

After right clicking a horse with the lead, the lead disappears as it normally would, then when you try to right click (empty handed, exactly where the lead was) a fence to attach it, it doesn't attach there. Now, if you have 2 leads it does everything normally.
