Farmer Villager not farming

As visible in the screenshots, it is work hours in-game and mobGriefing is set to true, however the farmer is not breaking or replanting carrots. The farmer was been working in this enclosure in 20w18a, and was farming, but two in-game days have passed in 20w19a, and no farming is happening anymore.
