Enchantment table bug thing

I was trying to enchant and it was only the two top enchants were available, I tried a lot to try and fix it and I re-logged and nothing. I logged on to a creative world and tested it on 10w18a and it showed all three 

Idk if this is a bug this is my first time sending a bug but, here you go I guess
