Wither Roses - Wither Skeleton spawning

Wither skeletons can not spawn in wither roses. This makes them inconsitant with magma blocks. Submitting this report due to not knowing if it was an intitianal feature or a bug. Easy to reproduce wither roses on dirt in a nether fort, wither skeletons wont spawn.
