Player Head wont copy data when ctrl+pick block button is used

The strangest thing happened when i tried to pickblock a head in creative, it gave me a plain head with NBT data.....this has to be a bug. I used ctrl + my pickblock button, but that's what happened. IT's so strange.....please help
