mobs STILL attack after switching gamemodes from 0 to 1

1: spawn creeper or any other hostile mob
2: go to survival and immediately back to creative and the creeper will follow you and blow up...
3: see attachment

(1: creeper spawned in and toggled gamemode 2: creeper blew up leaving a hole...)
