Bug in the behavior of snow and grass block

I set the snow layer (1st photo), and then right-clicked on it, holding the grass block in my hand. Grass block was set, but its texture was as if I had put snow on IT (2nd photo). But I, on the contrary, put the BLOCK on the snow.
