Steve & Alex aren't updated like they are on BE & Earth

In Bedrock edition's Village & Pillage update (1.13.0 to be exact) & Minecraft Earth we got an updated look for Steve & Alex, which has been updated to look clean and match the new textures, however JE has not received this. If we have updated versions that are used in every other version of Minecraft why isn't it in Java?
